100 - Introduction

  1. The safety rules in this manual are for your protection, and you shall be familiar with them. The basic responsibility for safety is yours; it is in your hands.
  2. It is not the purpose of this manual to provide comprehensive and complete details of all safe work rules and practices needed to do your assigned work. This manual is general in nature and may be reviewed and revised from time to time. To provide additional information, a system of standard practices, instructions, procedures, and guidelines are available for reference. Please refer to the applicable Nuclear Management Procedures (NMPs) for detailed information. (See the Section X, References for a list of applicable Fleet Safety NMPs.)
  3. In the event of conflicts concerning safety matters between plant procedures or NMPs and this Fleet Safety Manual, procedures shall take precedence. Formal resolution of any conflict shall be made as soon as reasonably possible. Initiate a condition report to document and facilitate changes as deemed appropriate.
  4.  Your life and the lives of others may depend on your ability to make safe decisions on the job. To do this, you must always know and follow incident prevention rules. The habit of working safely and having the proper safety attitude are the best allies on the job.
  5.  A safety-conscious attitude includes recognizing unsafe conditions associated with your work and the work of those around you and recognizing unsafe acts by people in your area. You should anticipate and prevent incidents by recognizing potentially unsafe situations, thereby preventing yourself, your fellow employees, and the public from being exposed to danger.
  6. If a hazard exists that makes your job or jobs of others unsafe, stop the job, correct the problem, and then proceed. Intervening in these situations is always better than letting an incident happen. NEVER bypass or shortcut safety provisions; this could place you or others in danger. The safe way is the only way.
  7.  Common sense and good judgment shall be exercised. The fact that all safety rules are not written does not in any way relieve those responsible from using good judgment while working.
