107 - Waivers and Variances to the Fleet Safety Manual

NOTE: A current waiver form can be found on MOBI and the SNC Fleet Safety website.


  1. Variances are temporary changes to the Fleet Safety Manual until a permanent change can be implemented. To obtain a variance, contact the site safety coordinator.
  2. Waivers are temporary exemptions (maximum of 30 days) to specific requirements in the Fleet Safety Manual. Regulatory requirements cannot be waived. Personnel who believe a work activity should not be performed in compliance with the SNC Fleet Safety Manual shall consult with their job supervisor and obtain an approved waiver prior to deviating from any safe practice identified in the manual.
  3.  If the supervisor agrees that the work activity shall not be performed as required by the manual, an alternative method for protecting the workers must be identified and a waiver must be initiated by the job supervisor completing the Hazard Assessment and approved by the responsible manager.
  4.  A waiver must contain the following information:
    • The affected chapter number of the Fleet Safety Manual
    •  The affected page/item of the Fleet Safety Manual
    •  A description of the change, including the workers or craft involved
    •  The reason for the change
    •  The duration for the change (start date and end date)
    •  The hazard assessment explaining why not following the prescribed safe work practice will not create an unacceptable hazard
    •  An alternative method for protecting the workers
  5.  The job supervisor completing the Hazard Assessment form shall sign it.
  6.  The site plant manager (or designee), the site safety coordinator (or designee), shall approve the waiver prior to work beginning.
  7.  The approved waiver shall be posted as close to the actual work location as practical.
  8.  The responsible supervisor or manager shall confirm through discussion that workers understand any approved wavier or variance and the risk and hazards associated with the activity covered by such waiver or variance.
  9.  The job supervisor or worker shall terminate the waiver if the hazards change.
